The City of Toronto On January 1, 1998, the new City of Toronto officially came into being, amalgamating the former governments of Metro, Toronto, North York, Scarborough, Etobicoke, York and the Borough of East York, into one. Services include fire, ambulance, police, social assistance, libraries, homes for the aged, child care centres, recreation facilities, roads and highway maintenance, water and sewage treatment and public transit services. The City of Toronto is the fourth largest city in North America, serving 2.4 million people. A 56-member Council directs the Toronto government.
